Sandboxed solutions are not enabled on the SharePoint site collection

I spent way too much time trying to get to the bottom of this problem recently.  Everything I found online was related to enabling the services of the farm, which I had done.  I stopped/started them, rebooted, everything.  No dice.

Then I cam across an obscure Office 365  problem that talked about assigning resource points to the sites and it hit me.  Although the environment I am working in is not Office 365, it made a lightbulb go off. Sure enough, I logged into Central Admin and looked at the site collection quotas and for sandbox resources they were set to 0.

I wanted to get this out there because this was hard to track down, the error message was leading me down the wrong path.  Sandbox services were enabled, but were not allocated any resources.
